Abstract |
Background. Conducting economic reforms using various forms of ownership in the context of modernization is an actual problem of modern Russia. In this connection, the study of the policy of local party organizations in the transition to NEP, disputes, mistakes, contradictions in its implementation acquires some importance. The purpose of this work is a comprehensive analysis of this process.
Materials and methods. The source of the research is the documents of the funds of the Central State Archive of Samara Region, the State Archive of Penza Region, and materials from periodicals. Formally-logical and comparative-historical methods of investigation were used.
Results. The article review materials of the congresses and conferences of the AUCP(B), speeches and articles by V. I. Lenin, the main legislative acts, and the regulatory documents prepared on their basis, regulating the activities of local party organizations. The authors analyzed the protocols of the bureau of the Samara Provincial Committee of the AUCP(B) in 1921–1922.
Conclusions. Contradictory in its essence, the new economic policy, combining the multistructural nature of the economy with the one-party system, presented difficulties for its deep understanding. Many Communists in the regions could not consider NEP as a developing system. There was an internal contradiction between the duty of the communist to enforce the new economic policy on the one hand and the desire to preserve the more familiar and understandable methods of the policy of “war communism”. The attitude towards NEP in the regions remained cautious, as a temporary retreat on the road to building socialism.
